OBJECTIVES

  • Develop PPP-based integrated governance capacity within territories featuring sectoral concentration of companies aimed at a Serbian model of local “district type” economy.
  • Enhance inter-companies vertical relationship within given value chains and transaction economies between business and socio-economic systems.

PROJECT RELEVANCE FOR BENEFICIARIES

  • Test methodologies for identification of productive concentrations and related sectoral value chains with “productive district” type potential evolution.
  • Raise awareness of local development actors, cluster managers and associated entrepreneurs as to added value of integrated approaches focussed on territorial productive system.
  • Design an innovative model for governance of Local Productive Systems (LPS) based on Public–Private Partnership (PPP) in Serbia.
  • Promote exchange of experience between Italian industrial and productive districts and clusters existing in Vojvodina and all over Serbia, aiming to establish new business relations within and between respective LPS.

ACTIONS IMPLEMENTED

Component 1

1.1 Project start-up.
Project presentation to MERR & APV relevant authorities.

1.2 Project methodology implementation for identification of productive concentrations potentially developing into a “district type” economy. Selection of three new realities for pilot promotion of clustering on the field in Vojvodina.

1.3 Training session (2–3 April) for cluster managers and relevant officers of local development actors: skills for surveying inter-companies relations within relevant value chains. Finalisation of Questionnaire for survey.

Component 2

2.1 Awareness-raising promotion on the added value of integrated approaches between cluster companies and other territorial development local actors (Municipalities, SME agencies, Chambers of Economy, NGOs, others) through establishment of focus groups.  

2.2 Training on partnership-building methodology focussing on PPP- based vision of cluster growth and further capacity enhancement so as to make the most of territorial framework driving factors (Universities, RTD centres, business support organisations - BSO, other actors).

ACTIONS TO BE IMPLEMENTED IN THE NEXT 3 MONTHS

Component 1

1.1 Coordinated communication strategy for presentation of Serbian clusters’ attractiveness to Italian industrial and productive districts.

1.3 One Project presentation at national level to business and territorial stakeholders of existing clusters.
Three local road-shows to business and territorial stakeholders of existing and potential clusters in APV.

1.4 Needs assessment on the basis of questionnaire companies’ records.
Strategy design for driving companies’ specialisation processes.

Component 2

2.3 Study Visit to Friuli Venezia Giulia Region for direct experience of case-studies in the setting up of industrial and productive districts development agencies and programmes (10 Civil Servants from national and provincial institutions and 6 relevant cluster managers).

2.4 Framework assessment of legal feasibility and financial sustainability for PPP-based territorial governance bodies for cluster development in the Republic of Serbia and APV, including use of State Aid finalisation and Technology Transfer System management.

Component 3

3.1 Technical assistance to MERR as to editing forms on Serbian clusters’ attractiveness and issuing Serbian clusters catalogue in Italian language.  

3.2 Identification of Italian districts matching the productive specialisations of Serbian clusters and promotion of their participation in the bilateral partnership event in Belgrade.
Special emphasis will be provided on Friuli Venezia Giulia, other INePS Partners, and districts from Southern Italy.  

3.3 Technical assistance to APV cluster managers for participation in transnational networks for technology transfer, B2B trading and exchange of experience.

3.4 Support to APV cluster managers for participation in the partnership event in Belgrade for Serbian cluster managers and representatives of Italian productive districts matching sectoral specialisation.  

3.5 Final Conference & Italian–Serbian partnership event in Belgrade for Serbian cluster managers and representatives of Italian productive districts matching sectoral specialisation.

The Event will focus on transfer of Italian districts' best practices
and scheduling of business meetings amongst companies
in Serbian clusters and Italian districts,
also in the frame of Informest new “CRESCO” Project
financed via Italian Law n. 84/2001 for SEE cooperation.

RESULTS EXPECTED AT THE END OF THE PROJECT

  1. Identification of new productive concentrations in Serbia
  2. In-depth knowledge of Serbian clusters’ sectoral value chains for potential evolution into district economies
  3. Increased capacity of public institutions, development actors & cluster managers for negotiated programming on territorial productive systems growth policy
  4. Design a Serbian model for governance of PPP-based Local Productive Systems
  5. Serbian clusters’ wider connection to transnational networks 6) Establishment of twinning relations between Serbian clusters and Italian productive districts matching their productive specialisations.
